July 2012 HR Highlights
Economic Overview

The purchasing managers' index (PMI) edged down to 50.2 in Jun, from 50.4 in May, according to the National Bureau of Statistics and the China Federation of Logistics and Purchasing. It was 50.3 in Dec 2011. A PMI reading of above 50 indicates growth in manufacturing activity, while a reading of below 50 indicates a contraction. The mainland PMI is compiled from surveys of 820 companies in 31 industries and has various components. While the latest reading showed a slowdown in overall activity, respondents reported that both output and stocks of finished goods expanded in Jun. But new domestic and export orders as well as employment contracted. [Source: SCMP (B1)/HKEJ (A4), 2 Jul 2012]

Meanwhile, Mainland inflation cooled more than expected last month to its lowest level in nearly two and a half years, reflecting weak demand and pointing to more policy easing in the months ahead. The consumer price index (CPI) rose 2.2% in Jun from a year earlier, the slowest pace since early 2010, and down from a 3% rise in May, according to the National Bureau of Statistics. The producer price index (PPI), a gauge of factory prices, dropped for the fourth consecutive month by 2.1% in Jun from a year earlier. Month-on-month, overall CPI was down 0.6% last month from May. The cost increase of food slowed significantly to 3.8% year-on-year in Jun, from a 6.4% rise in May, while non-food inflation remained at 1.4%. [Source: SCMP (A1)/HKET (A2), 4 Jul 2012]

Whereas in Hong Kong, its retail sales rose at 8.8% in May from a year earlier to $36 billion, the slowest pace since 2009 according to the latest figures from the Census and Statistics Department. The sales of luxury goods dropped 2.9% year on year. The slowdown is a result of the weakening global economy, the slower pace of China’s economic development as well as a decreasing number of individual tourists from the mainland[Source: Shanghai Daily (online)/HKEJ (A1)/ Ming Pao Daily (B2), 4 Jul 2012]

Private-sector output in HK contracted for the second consecutive month in Jun owing to the double whammy of weakening economies in Europe and on the mainland. The purchasing managers' index (PMI) was 49.8 last month and 49.4 in May, according to a report prepared by HSBC. About 13% of surveyed firms reported a reduction in activity since May. The survey also recorded a solid reduction in purchases, with the rate of input price inflation slowing to its lowest level in three years. [Source: SCMP (B1), 6 Jul 2012]

HK’s unemployment rate remained at 3.2% from Apr to Jun, according to the Census and Statistics Department. More major findings are as follows:

• The number of unemployed persons increased by 2,100 to 125,500. Catering, professional and commercial services sectors recorded an increase in unemployment rate.
- Underemployment rate remained unchanged at 1.4% with the number of underemployed persons increased by 600, from 54,000 to 54,600.

• The unemployment rate of young people aged between 15 and 19 continued to grow, by 0.7 percentage point to 14.8%.

• 54.6% of HK employers have no plan to change their head count, 37.7% intend to increase manpower, while 7.6% will lower staff number.
• IT & T continues to be the most positive sector with nearly half of employers planning to expand their workforce (46.9%), followed by the consumer sector (42.9%), and banking and financial services (36.7%).

• 10.5% of respondents in the banking and financial services sector will have jobs cut, the highest percentage recorded
• More than 20% of respondents are “optimistic” about HK’s economy, 70.6% are “cautious” or “uncertain” and 6.5% employers feel “negative” or “pessimistic”.

The survey also found the requirements on employees had changed as the economy condition is going tough.  The top three calibers requested are:
